The board itself will have never been removed from the shrink wrap.  It is like new.  May ship with or without outer packaging.  The packaging may have dents or tears.  
 
Unopened product, packaging torn during shipping or warehousing.  Ideal if you are buying it for yourself.  Same return policy and warranties as the new product.
